The delivery process in the SW was not working optimally meaning that designs and target price sign offs were delayed, there was a large amount of churn, number of compensation events were high and construction start dates were often delayed. The work aimed to understand current ways of working and delivery processes, identify and remove any waste and develop a future state process that will provide the region with confidence of a smooth and believable programme and of works with high confidence in delivery dates. It aims to increase collaboration at all stages of the delivery cycle.

Findings from AS-is work Contractors expected to provide support for free (not classed as ECI), first time contractors know about a scheme is when invited for Buildability meeting, no clear standards around what needs to be handed to design and the quality of it, first time commercial knows about a scheme is when a target price stage starts leading to lengthy, drawn out questions back and forward, little collaboration taking place between stakeholders during the design phase, programme and TM not always fully developed, nobody ‘owns’ the programme, extensive number of CEs

A quality gate is introduced before design is passed from Asset (3D), a start-up meeting is introduced at design start incl. contractors, design, commercial, construction so all are aware of the scheme, time scales are agreed. Detailed conversation held for task brief accuracy, contact list established, designer takes ownership of buildability mtgs., which include construction and commercial. A Collaborative programme meeting is introduced to optimise the programme, contractors are paid for ECI and ad-hoc support, simplified ECI process, set time scales to review documents.

This work has been shared with other regions. As part of the new contract the contractors have to include in their bid three meetings during the design phase. And although not entirely the same (familiarisation, buildability and design review) some of this good work has been recognised and included as standard going forward. Once the full benefits from the collaborative programme challenge workshops are known more work will be done to share those as well.
