As part of the M54-M6 link scheme there is significant modification required to an existing roundabout at junction M54 J1. It was identified that the traditional method of construction of the new J1 of the M54 would require up to three years of lane closures and contraflow on the motorway. The project team identified an alternative solution of constructing the new underpasses off line and driving them into place during a 2 - 3 week total closure of the motorway. The team are identifying ways to shorten the timing of the blockade

A team was assembled including delivery personnel and specialist supply chain partners and this team reviewed the known blockade scope. From that they then developed an initial baseline programme using value stream mapping techniques. This initial base line indicated a baseline duration of 22 days. A Stakeholder influence and interest chart was produced to clarify stakeholder engagement necessary

We put best, likely and worst case duration to each programme activity. Then produced lists of best and worst case scenarios of handover of one activity to the next. What does perfection look like when you turn up. Used this information to inform the "best" duration for each activity - measured against the baseline A Pareto analysis was undertaken to identify the top 20% activities as these would offer the biggest opportunity for improvement. A SIPOC was also carried out to help understand the different customers in the process

Building on the Pareto analysis which identified the opportunities for improvement an ease benefit matrix was then prepared. The improvements were: • Installation of automatic traffic counters in key locations • Existing Halifax Road Studs to be removed prior to planing • Procure a second set of support beams for bridge 2. This reduces repositioning time between bridges. • Props suspended from roof using chain hoist. Included in this is that installation props can go in parallel with beam installation • Storage of wing wall beam within radius of the install crane • Install temp VRS

Once the improvements had been discussed and agreed which ones had the most potential, a series of follow-up meetings were held with all parties to sense check the sustainability of these ideas. The commercial team were contacted for advice on prelims costs that would be appropriate for evaluation.
