The SMP Alliance commenced work on the design of the M40-M42 Interchange near Redditch in August 2020. Partners bmJV and Jacobs were assigned the work to develop an All Lanes Running conversion at this Interchange. Over time the scheme experienced a lot of change in work scope and had to be agile to the changing landscape. A robust system was required to create lookahead and short term plans, communicate the plan and then have a disciplined approach to review and monitoring of performance.

A core team of M40-M42 staff met each week to review progress and plan works on the design, survey, enabling works and construction of the Scheme. The construction was de-scoped to Central Reserve works only. The design works started in August 2020.The central reserve works commenced construction in March 2023. Collaborative Planning was held each Thursday 15:00-16:00hrs via Microsoft Teams and using Mural Software as a virtual whiteboard space that housed a virtual collaborative planning wall. Once construction commenced a similar weekly forum was held with our key suppliers

A visual management Planned percentage complete ‘PPC chart’ was used to analyse the weekly performance with the team. Completed actions were placed at the top of the chart. Missed commitments were discussed and then categorised into one of the Reasons For Non Completion (RNC). These were then recast onto the plan. The team could see at a glance what RNCs were trending that week. Milestones and key activities that were starred could also be easily identified. A Planned percentage complete (PPC) score was calculated each week so overall performance could be seen over time.

The weekly meeting became a drumbeat for the scheme. Outputs from each meeting included PPC, Reasons for non completion, priorities for the next week, Improvement areas identified and Successes of the week. The team averaged 79% Planned percentage complete (PPC) over the period August 2020- November 2023. This improved to an average 87% PPC during construction. The M40-M42 team worked together from August 2020 to Open for Traffic on 23 November 2023. Open for Traffic was achieved 4 weeks ahead of programme

Collaborative Planning has proved to be sustainable. M40-M42 have held the weekly collaborative planning meeting each week since 10/08/2020. Fixing Collaborative Planning at the same time each week helped the system become a drumbeat for the programme. Good Senior level support for the process also ensured its success.

Collaborative Planning is a well embedded system on our Highways Schemes. National Highways have produced a guidance document on the approach and also a Collaborative Planning Assessment tool to help teams benchmark and then improve their deployment of Collaborative Planning. National Highways Efficiency Register ID 5849.
