The digital PoWRA simplifies the process of visiting sites safely, making it easier for teams to undertake necessary tasks and to capture important data.

An incident investigation in 2022 revealed non-compliances with Jacobs mandated site visit protocols & expected behaviours during external SDF site visits. Examples: "PowRAs" (Place of Work Risk Assessments) were not consistently being completed for all site visits, poor visibility of site briefings held & of the attendees, also lower levels of safety observations than expected from site visits. The SDF management team also lacked the means of measuring compliance & engagement around site visits. This presented a significant opportunity for opportunity for improvement.

Since the new "digital PowRA" - has been developed it is now employed for ALL SDF site visits undertaken - thereby making the SDF teams consistently fully compliant with Jacobs site visit requirements & with NH site safety expectations There are now more than 500 digital SDF entries. Additionally, SDF site safety observations (known in Jacobs as "Beyond Zero Observations" - BZOs) have also increased dramatically. Only 6 BZOs were recorded in 2022, this increased to 48 by 2024 & 35 BZOs have been raised ytd 2025. This reflects this improved, more safety aware behaviours enabled by the new simplified process. Jacobs safety observations are NOW also logged in onto NH's "HART" (safety management) system.

Following an incident, lean problem solving - specifically around "lean root cause analysis" & "5 why" thinking - are employed to better understand the root causes underlying an incident & any non compliances. This approach is standard practice "business as usual" in Jacobs. In this case on the SDF framework - the improvement project lead established that the primary root causes underlying the lower than expected levels of engagement on Jacobs safe site visit practices were that the various requirements for site visits were all, separate "stand alone" forms & tools which were time consuming ("waste") & challenging for users ("voice of the customer") to consistently comply with. This hampered full compliance in particular when there were a number of site visits happening, which are regularly the case of the SDF framework. The "standalone" nature of the individual elements also meant that there was no single, simple way of tracking & reporting on compliance & engagement levels.

After some consideration & engagement with leadership the decision was made to develop a SINGLE digital PoWRA App that managed ALL 5 elements of a Jacobs safe site visit - (1) PowRAs, (2) Safety Observations, & (3) Site Briefings, (4) Stepback & (5) Stop Work Authorities. The digital PoWRA was tested as a Microsoft Forms application & then evolved into a Microsoft Power App tool. The development of the digital PoWRA makes it much easier & less time consuming for users to be fully compliant with all site visit requirements.

The digital PowRA tool is now integrated into Jacobs digital platforms such as SharePoint and Alluvial, with data visualization provided through Power-BI and Excel This enables simpler audit trails and compliance tracking. Dashboards are used now confirm compliance levels.

Processes: All Jacobs processes required for site visits are now simpler, digital & integrated with each other - previously they were all separate & time consuming to comply with & difficult to monitor. Transfer: Since developing the digital PowRA tool as part our work on NH's SDF framework the digital PowRA app is now being rolled out on for other NH Jacobs projects & more broadly across transportation.
