Purpose: Improve the quality of scheme mobilisation documentation received from Principal Contractors. Allowing more time for CAMs (Construction Assurance Managers) to review prior to construction starting on site. Stakeholders and Benefits: Reduce the time taken to review and accept scheme mobilisation documentation. Eliminate errors, omissions, and inconsistencies between Principal Contractors. Ensure that schemes are delivered on the proposed start date and to programme. Deliverables: Update / review of existing CAM mobilisation checklist. Use of a visual management 4-week mobilisation calendar of the key tasks in scheme mobilisation for CAMs to use and refer to.

Measures of Success: Schemes are delivered and completed “right first time”. Scheme documentation is received earlier in mobilisation giving increased review period. Better quality of schemes being delivered as CAMs will have more time to focus on scheme quality and less defects following scheme completion.

What is the problem? - Delays to schemes starting on site due to scheme documentation not being in place. Where is the problem? - Area 4 - Scheme Delivery Team When is it a problem? - During the 4-week mobilisation period prior to scheme construction start date. How is it a problem? - Late submission of scheme documentation from PC’s. Why is it a problem? - Delaying the scheme start date which may affect delivery of the scheme. Who is it a problem for? - Construction Team, Project Management Team, Asset Management Team, Suppliers and Customers.

CAM Lean workshop meeting to run though what could help the team as a whole, using the Ease / Benefit Matrix. This then identified the project for the whole team to use going forwards.

The Solution that has been introduced to the CAM team in Area 4 is the CAM Mobilisation Calendar which identifies when tasks are due to be done during mobilisation. Early engagement with the CAM team on this as a visual aid to aid mobilisation planning which all were on board with and is easy to follow and use. Mobilisation CAM checklist and calendar owned by the Construction Team. Early identification during CAM scheme review meetings which are held weekly can show if key tasks are on time or behind programme and can be escalated with senior management if / when required. The mobilisation calendar can be used as it is shared with the team and if any updates are required these changes can be made, briefed out and reissued.

What went well? – The Kipling analysis and Fishbone method were useful tools to delve in to the issue and team were involved with the project and are on board to continue improving. What could have gone better? - Difficult to obtain a timed outputs for evidence building. What other Lean tools could you have used and how would they have helped? - 5 whys could have identified other underlying issues. What would you do differently if you were doing this project again? - start collecting and processing data earlier to get better picture of the issue. Involve PC’s earlier on for their input into mobilisation documentation in the way of onboarding / collaboration. Which parts do you feel confident in using going forward? - Holding discussions with the team around issue identification and problem solving.
