The SDF Oak Grove project was developed and delivered via the Yorkshire North East (YNE) collaborative community - this enables a lean project delivery approach that optimizes and enables ECI (early contractor involvement) and strong collaboration across ALL entities involved in the development and successful delivery of the project.

The ECI commercial arrangements and the strong inter-company collaborative culture and relationships arising as a result of the project being delivered via the YNECC enabled a number of benefits and solutions to emerge that might not otherwise have emerged, including: - a change to a new concrete barrier system that removed a step from the construction process (i.e. no need to plane out temporary surface) - the decision to reinstate a removable barrier to minimize future maintenance. - minimized traffic management lengths and use of contraflows thereby minimizing traffic disruption - most efficient method of installing new surfacing to create a 250m rolling crown agreed involving complex profile planing and resurfacing

The problem was that standing water following any heavy rainfall was resulting in several injurious collisions from aquaplaning vehicles on a section of the A1(M) northbound lane 3 carriageway section (Oak Grange).

After consideration it was proposed and agreed that the Oak Grange problem and associated scheme could be optimally delivered under the YNE "Collaborative Community" (YNECC) and under the wider National Operational Community (NOC) process. Projects delivered by Collaborative Communities prioritize the importance of lean project delivery practices such as integrated, collaborative working & early contractor involvement in overcoming challenges, enabling innovation, managing risk and delivering better outcomes.

The YNECC is a group of 35 companies across maintenance and renewals within Jacobs SDF YNE region. Jacobs are a core and active member of the community. Jacobs SDF team played a leading role in the Oak Grange project. The project delivery approach embraced a number of lean delivery practices: 1. Early contactor involvement (ECI) - by adopting the NOC's ECI process the community developed a "collaborative working" charter 2. Regular in person Collaborative Planning sessions, attended by all parties for the duration of the project - co-chaired by Jacobs & NH 3. Leveraging the community's "Collaborative Working Charter" to optimize collaboration (and ISO 44001 standard) 4. Leveraging NH's (IBIP) ("Improving Behaviours, Improving Performance") framework to align behaviours with shared success 5. All parties having equal standing regardless of size

Following the decision to develop and deliver the Oak Grange project under the YNECC community the key actions taken were: 1. Collaborative Planning sessions, established, in person and attended by all parties - co-chaired by Jacobs & NH 2. Collaborative sessions to discuss materials and components to achieve efficiency in construction 3. Collaborative sessions to agree the best method of installing the new surfacing to create a 250m rolling crown involving complex profile planing and resurfacing and drainage edge changes 4. Collaboratively developing a works program for materials and resources to minimize traffic management duration and contraflow 5. Collaborative agreement to engage the CHC Group Ltd to identify the root cause of the drainage problem.

There were a number of "wins" arising from the collaborative delivery approach that might not otherwise arisen: o Tarmac were retained to develop the reprofiling and resurfacing methodology. o Roocroft implemented a change to new concrete barrier system that removed a step from the construction process o Premier TM minimized their traffic management lengths and used contraflows to minimize disruption. o Carnell identified an approved drainage saddle to reduce excavation risk and exposure.

The project development and delivery approach adapted by NH's "Collaborative Communities" is fully aligned with lean project delivery practices. The aim is to optimize integration, collaborative working, share risk, eliminate waste and optimize innovation across a project's supply chain members. The YNECC is a very progressive community and aims to transfer knowledge and sustain performance by: - by being the first community to develop a "collaborative working" charter - by being the first to adapt NH's (IBIP) ("Improving Behaviours, Improving Performance") framework - by being the first community to adapt the NOC's ECI process (Early Contractor Involvement)
