National Highways has a 90% accuracy target for notifying road users about overnight road closures seven days in advance. We cancel a significant number of our planned full and slip road closures inside the 7 day locked down period, often for reasons that are within the team's control. This project aimed to understand the reasons why this occurred and agree on the required improvement actions to reduce average number of bookings not being utilised.

Data was collected and using Power BI showed that the top 5 reasons for failure were: * Weather *Reprogramming *Safety *Booking error *Works completed early.
Analyse

Pareto analysis, 5 whys and Fishbone Analysis were used to identify the root cause and understand the reasons in more detail. To ensure the team were focusing on issues they had control and influence over, we undertook a sphere of influence activity, rather than focusing the team's time discussing issues that couldn't be improved, such as weather.
Improve
*
Identified 3 areas of improvement: 1) A more robust make ready process, 2) Improve communications between the Regional Operations Centre (ROC) and contractor, 3) Improved capability on the relevant systems to address the booking error fault to improve quality and accuracy of bookings.
Control

To monitor performance, weekly standard meetings are set up where issues are reported and captured and assigned owners. Performance is continually reviewed through Power BI, which has captured the impact from the improvements made.
Transfer

Review key processes. Verification process between road space occupancy teams and contractors that planned roadworks accurate. Look at opportunities to standardise and refresh training on the current systems, so there is consistency in how the systems are used to improve the accuracy on informative and data captured. Understand where communications/interactions occur (in this case between the ROC and the contractor) and the impact those interactions have on performance, identifying opportunities for effective productive communications with increased understanding of the ROC requirements. Verify how data is recorded, manual capture/digital as it was identified through the Lean workshop that all delays were being manually recorded as an hour, this meant those roadworks failed the Key Performance Indicators (KPI), with delays that had passed the KPI as under an hour being counted in the number of roadworks that failed the 7 day accuracy KPI, negatively impacting performance reports.
